Context & Objective

Development of a geospatial coordination platform enabling humanitarian stakeholders to understand "who is doing what, where" across multiple organizations, sectors, and regions. The system provides a Common Operational Picture (COP) for coordination officers, program managers, and inter-agency leads.

Primary focus on coordination and situational awareness, not operational command. Designed with organizational neutrality, transparency, and governance-first principles.

Scope of Work

• Interactive map with heatmap visualization (activity, organization, and sector density)
• Location × Sector coordination matrix with overlap indicators
• Rule-based overlap detection with configurable thresholds
• Filterable table view with searchable dropdowns
• Tab-independent filtering across Map, Matrix, and Table views
